According to monitoring by the Documentation and Research Department of AAPP, in recent weeks, junta forces have conducted airstrikes on non-military target civilian areas across the country, despite the absence of any ongoing clashes, forcing locals to evacuate their homes. On the afternoon of September 8, junta forces dropped bombs three times from a fighter plane on a refugee camp near Saung Hpway Village in Pekon Township, Shan State, even in the absence of clashes. As a result, some IDPs had to evacuate the camp.

Additionally, junta forces have been attacking and setting fire to civilian areas, causing locals to flee their homes for safety. On September 9, approximately 100 junta personnel and Pyu Saw Htee militiamen attacked villages in Kanbalu Township, Sagaing Region, and set them on fire. As a result, over 6,000 locals from 12 villages, including Taunt Te Kone, Thoe Boe, Koe Myot, Hpa Lan Chaing, Nyaung Zin Gyi, Tha Yet Gaung, Min Kone (Ka), Su Poke Kone, Bo Te Kone, Bo Kone and Pay Lel Villages, had to flee for safety.

According to data collected by AAPP, from February 2021 to September 11, 2023, (323) people in 2021, (630) people in 2022 and (413) people in 2023; (1,366) people in total, have been killed in detainment by the junta across the country, with Sagaing Region recording the highest number of deaths with (770) people.
